Guidance for Initiating IT projects
Any request for new IT projects, especially any project that involves a significant investment of time to implement and requires IS&T’s participation/collaboration, must go through an IT proposal intake, evaluation, and decision-making process. The IS&T Project Management Office (PMO) is responsible for coordinating this process.
Below you will find a brief overview of the process, link to the request form, and resources for getting help.
Please note that submitting the IS&T Project Request Form does not constitute acceptance of a project. Rather, the project request process is meant to promote equity and transparency among our stakeholders by employing the same selection criteria and review procedure across all submissions.
How Do I Get Started?
To initiate your IS&T IT project request, please complete the IS&T Project Intake Form (Submit A Request). Questions regarding the process described above should be directed to your IT Business Liaison OR Contact the IS&T Project Management Office (PMO).

The purpose of the IS&T project submission process is to ensure all project requests or proposals are captured and reviewed. It helps ensure that approved projects align with the county’s available resource capacity and overall strategic goals and initiatives. The submission process also helps to identify potential risks and issues that may impact project success.
The request can be submitted by employees, managers, etc. with prior approval from the department director.
The requestor should consider the following: total cost of ownership (if cost is involved), budget, business goals, resources that will be required within the department to support the project, any additional resources needed once the project is completed, and timeline associated with implementation.
The IT Governance Review Process is a process to ensure effective evaluation, selection, prioritization, and funding of competing IT investments.
The IT Governance Committee includes the following: County Manager and her senior leadership team plus the Directors for Budget, Finance, Human Resources, and Information Services & Technology.
The IT Governance Review Committee meets once a quarter each Fiscal Year.

Examples of IT projects are Software Development and Deployment, Infrastructure Upgrades and Migrations, Data Management and Analytics, IT Security Initiatives, System Integrations, Business Process Automation, and Mobile/Web Integrations.
Not all technology-related endeavors qualify as an It project. For example, routine technology maintenance, such as software updates, hardware replacements, or troubleshooting user issues, may not be considered an IT project. Similarly, activities like basic system administration, help desk support or daily operations management typically fall outside the scope of IT projects.
Furthermore, initiatives that do not involve the development, implementation, or significant modification of technology systems, such as pure research, training programs, or business process optimization efforts that do not heavily rely on technology, may not be classified as It projects.
